The list is written with a fixed number of characters across a smaller set of syllables — the reading section tests recognition of those, not of whole words alone.
HSK 1 and 2 print pinyin beside every character. From HSK 3 they do not — which is why recognition drills matter more than recall.
Words you flip repeatedly resurface sooner, so a session spends its time where your recall is thinnest.
